Electronic Toilet Seat Certification Rules Update 2026

On August 1st, the National Certification and Accreditation Commission of the People's Republic of China (CNCA) issued Announcement No. 13 of 2026, revising and issuing the Implementing Rules for Compulsory Product Certification of Electronic Toilets (Trial) (CNCA-C07-20: 2026). This is the first time that the electronic toilet category has an independent identification number for the CCC certification implementation rules, marking the entry of industry regulation into a refined stage.

The new regulations will be fully implemented from October 1, 2026. At that time, all CCC certification work for electronic toilets must be conducted according to the new rules. The new regulations closely align with the product characteristics of electronic toilets involving water, electricity, and close contact with the human body, refining the control of production consistency, detection sampling, and post-certification supervision requirements, and strengthening the full-chain responsibility constraints. The document clearly specifies the scope of product certification, execution standards, and certification modes, and stipulates that the validity period of the certification certificate is 5 years.

A transition period is set for the policy: from the date of the announcement release to September 30, 2026, certification bodies can, based on the wishes of enterprises, choose to accept certification applications under the old or new rules; valid CCC certificates issued before October 1, 2026, can continue to be used.

The industry says that the independent certification rules are targeted at matching the electrical safety characteristics of electronic toilets, further strengthening the quality control obligations of production enterprises, and promoting the standardized development of the smart toilet industry.
